Failed on seat belt not retracing, had a. twist I should have checked. Can I go to any centre or do I have to go back to the same one?

Good idea to pull out all seatbelts before test and give em a go of silicon spray on the belts themselves, they'll retract good as new.

and then you'll get silicone spray all over your clothes when you use the belt....

There is a way to clean seatbelts. Pull them all the way out, put something on the reel to stop it from retracting and then put the belt in a bucket of warm, soapy water. Give it a quick agitation and you will see the dirt come out. Once done, drape the belt across the seat (or seats if it is long) and allow it to dry. Plenty of videos online to show how it is done and it works very well.

In the OP's case, the belt was twisted so more than likely nothing to do with a dirty belt anyway.

Thanks for the advice guys, problem was a combination of a twisted belt and a dirty belt. Once untwisted it was still slow to retract compared to the passenger side. Did the soapy water soak and it helped a good bit but wasn't convinced it might get past a fussy inspector so used the spray and its much better now, back for a visual this afternoon, fingers crossed.
