Recommendations for stock/standard lens for Canon 90D

I find it hard to tell the difference in quality etc for different lenses, or what makes some so much more expensive. Unless I just go by the price and assume more expensive the better. Looking for something mid priced, 18-55 or 18-80mm type lense, for a go to/basic.
Also looking for a telephoto lense for photographing surfing and windsurfing, why are some 600mm way cheaper than other 400mm?
