Croi Conaithe - Renovation & Derelict Grant

Requirement is that “property has been vacant for at least 2 years”.  Would the house qualify for the grant if the house had lain empty for the 5 plus years prior to it being squatted by a family member for a many months within the past 2 years. The house is in terrible disrepair & the person that was squatting had mental health & drink issues & has since died. He ran up the ESB bill in the previous owners name. Basically, does the 2 year vacant period have to be within most recent 2 years?  If so, could an Affidavid from sellers solicitor help our case?
