Radiator not turning on

Hi there, I tried to DIY replacing a bleed valve, but was unable to shut the water off to the radiator as water kept pouring out. So eventually I gave up (the bleed valve was working to begin with anyway), but now the radiator is completely cold when the heating is on (other radiators working fine). Any ideas, I've checked…

So eventually I gave up (the bleed valve was working to begin with anyway), but now the radiator is completely cold when the heating is on (other radiators working fine).
Any ideas, I've checked the temperature valve and it seems to be turned on (but it's honestly confusing to know). And the lockshield is hard to tell if it's open or closed (it keeps turning in either direction, it never stops). I'm obviously doing something wrong here.
I've attached images of the valves, I've been use an Allen key for the lockshield and I suspect that is the issue perhaps.
Any ideas, thanks!
