How unusual is it that the CEO of the FAI does not appear to get a bonus?

There is a controversy where Jonathan Hill (ceo of the fai) had to return benefits (payment for not taking holidays and payment for commuting expenses) because they exceeded his salary allowance which is capped at 216000 euro. The cap comes from an equalization requirement to the salary of a high ranking civil servant. This was a clause of the agreement of the government to bail out the FAI and fund them through their ongoing financial difficulties.

what this suggests is that the CEO’s performance in his role is largely unrelated to his take home pay. he can’t receive bonuses as his salary is already at its max level and he cant receive any extra pay for achieving stretch goals such as getting a sponsor for the men’s national team which have been without a sponsor for years.

how unusual is it for a ceo to not be eligible to receiving bonuses?

would there be an element of this arrangement that is counterproductive? (A ceo receiving no further financial incentive for achieving stretch goals)
