New ESB Supply

I am building a house soon on a new green field site, no electricity there yet. I need electricity on the site before I start building. I don't have planning yet but its due, I cant wait for planning, ESB are saying I cant get supply onto the site if I don't have planning. How can I get ESB onto the site without planning permission

You can't get the ESB on-site without planning permission. You'll have to use a generator instead.

I believe there are planning exemptions as in there is no planning permission required for farm type buildings and sheds, I could place a small shed on the site as list it as an exempted building

Yes, but there is a risk, not sure if it's changed from 10 years ago but I had a neighbour that effectively did the same. ESB sent out an assessor and he ended up with a 3kv supply, which isn't suitable for a home. Then ended up paying a lot more to get upgraded later.
