    Question is a bit confusing but....

    Ring/Rachet spanner ?

    Long reach socket, common plumbers tool.

    Where is it ,it looks similar to what hold the tap unerside in a sink

    If there is room for liverage a simple ring spanner the correct size will fit around it ,spray with a dose of wd40 before hand Otherwise a pipe wrinch will do the trick ,again if you have liverage

    needs some penetrating oil first, then appropriate size spanner, if corroded badly enough that spanner spins then it is a vice grip job.

    Will need something to prevent the whole thing spinning at the top also by the look of it.

    If access allows a ring spanner should do it. If not you might need to shorten the bolt by cutting it and then use a socket set.

    And low viscosity penetrating oil to soak it for 30 mins.

    Changing a toilet seat?

    just cut of the tap and you’ll have loads of room to cut the screw. Or break the bracket and it might fit through the hole

    The tool is called a box spanner

    Woodies call them tube wrench. That set should have the right size for you.

    It will likely round out with the rust and no amount of penetrating oil will release it.

    Best to try to unscrew the whole bolt and nut from the top cap on the toilet. Use vice grips on the shaft and make certain you turn in the right direction. Cut the toilet seat off first and wiggle the top cap to crack the rust.

    Absolutely terrible design.

    box spanner or socket set wont work on that.

    Hacksaw, nut splitter, blowtorch sound more appropriate in this case..?

    Not a bad idea to price a new toilet pan first.

    I'd use an old standby a hacksaw blade in a handle like this

    Cut the bolt to the nut with a grinder and then try a socket.
