Depop yes, Vinted no unfortunately. There's also https://www.thriftify.ie/ which charity shops use and for designer there's Vestiaire app.
Buying outside of Ireland you need to be aware of customs and shipping costs. Shipping can be expensive so if you're buying from an individual seller, eg on Depop, you should confirm the shipping price. You can set it to only see stuff being sold in Ireland as well which is handy.
