If I have (for example) 10 underfloor heating matts rated at 100W and connected to a single thermostat that controls them all for a single area and switched on for an hour or more.

Does this mean that I am effectively consuming 1KW per hour of electricity?

It means that the max you will consume per hour is 1kW.

What you actually consume depends on how often and how long the thermostat controller switches the mats on and off over the hour ... which in turn depends on the thermostat setpoint temperature, current room temperature, solar gains and heat loss characteristics of the space etc etc.
