Car bolted in front of me coming out of Holborn Street despite me having right of way. I was angry until I passed the corner around the bank and drove through Holborn Street myself. There is a stand of Bolt e-bikes situated outside Lyons's corner shop. They completely obscure your view of what's coming from the left, to the point where you have to edge past the stop line to see anything.
As, from my personal experience, I believe this is an accident waiting to happen, who do I complain to about this? Council?

It's the county council that decided where the location of the e-bikes are so that would be the first place to contact.
