My Niece is Being Brat Trained by her Mother

I'd to drop something off to my dad the other day when he happened to be at my sister's place. I was only there a few minutes, but during this time the child (who is 5) started stabbing a biro into the TV screen. My dad raised his voice to get her to stop, but my sister came and gave out to my dad. She said "she my daughter and if she needs to be disciplined I'll do it". Another time this child was chasing my dad's dog around around the house throwing crayons at it. The dog was quite scared, but the mother was just sitting on the couch laughing.

I'm certain she's going to turn out to be a bitch. I can't say that though because, you know, "she's only a child yet". My dad has given harsh criticism towards other kids who display similar traits but isn't willing to say a bad word about her. The child seems to refuse to acknowledge my presence, so I've given up engaging with her in any way... I don't want to be the guy who ends up whinging about a child! When she was younger they used to tell the child to say hello to me, but for the first time the other day I was told by the godmother, "would you not say hello to your niece". The onus is now on me?!

When I gave up on doing birthday presents for her (just do Christmases now) I got an hear full from my dad how I should strive to maintain a relationship with my niece for the future. Sounds like a nightmare.
