My trustworthy Asus laptop has thrown a wobbly, and has given me the perfect opportunity to change/upgrade.

It'll be sitting on a desk with a dual monitor setup, so doesn’t have to be a laptop.

Don’t want to spend a fortune, but I’m like a magpie and love shiney/powerful stuff.

Don’t envisage it being used for high end gaming or video editing.

Any suggestions of good for cheap?

I find the Lenovo Ideapad laptops are good , rarely have issues and build quality good. I've bought three for the family over the last 5 years or so. They have Windows and Chromebook versions, I've only ever bought the Windows versions so can't comment on Chromebook. Currys have some good deals for Black Friday, I'd go 8gb ram if its within your budget. These start at €499 so not very cheap but have found they last well.
