If moving roles/promotion in public sector is the accrued incememnt accounted for(ie if you go on point one and 360 days later move roles/promotion is the fact you're nearly at point two accounted for?

Generally not, in my experience the clock starts again at the new grade on appointment. Unless you were acting up prior to appointment and there may be recognition for the time served acting up if that's local policy
