Is there any regulation about a downpipe meeting a drain?

Example in this case a zinc downpipe terminates 220mm above drain. Seems to be this will saturate the wall its adjacent to unnecessarily...

Im not sure of legal requirements as such but it is good building practice to run the downpipe to just above the gully or in through the cover. What isnt acceptable is the pipe end as shown in the pic. The least that should be there is a shoe fitted on the end of the pipe to divert water away from the wall.
