Which Company will allow primary driver to add older occasional driver, both w clean records?

Are you looking to add someone outside the normal age range (25-70) for open driving? If so, you will need to add them as a named driver, most companies will quote you for this. If the person is within that age range, consider getting open driving added to your policy. That allows anyone aged 25-70 with a full licence to drive your car. If the policyholder (the 'primary driver') has a full licence, this is usually possible.
