    I would like to know is any cafe/ pub for LGBT settled in the Waterford? Or just Dublin??

    Not for ten years, Dignity shut down in 2013.

    There is a gay bar in Cork (Chambers), or more accurately was - it rebranded as straight about a week ago causing much scandal. There's one in Galway (Nova) but that's uselessly far away.
