You can dry it out enough to pass the NCT retest anyway.

Could be a broken/incorrectly fitted clip at the back when someone last replaced a bulb or there could be a small crack in the light itself.
Examine the lens and see if there is a crack. This tape then might help then to repair it: https://www.halfords.ie/motoring/paints-body-repair/adhesives/lens-repair-tape-3-pack-101976.html
