Skrill Prepaid Mastercard - Is Stamp Duty Charged?

It never occurred to me that stamp duty (of €30) could be applied until I looked at the Bonkers website:

as there is no mention of it on the Skrill website. But then on Bonkers they also say that there's a €3.00 monthly inactivity fee which is not mentioned on the Skrill website fees section with Ireland/Euro selected in the drop-down (https://www.skrill.com/en/siteinformation/fees/#Prepaid-card) nor in the terms and conditions ( https://www.skrill.com/en/footer/terms-conditions/skrill-prepaid-mastercard-terms-and-conditions-new/ ) plus they say the ATM charge is €1.00 whereas it's actually 1.75% so I'm thinking this is either out-of-date or erroneous information. Skrill also says in its terms and conditions that "Your Skrill Card is not a credit card or debit card" so that might suggest stamp duty does not apply; even the lower rate of €5 for debit cards.

Does anyone have this card and can confirm whether or not the stamp duty of €30 applies? There's a previous post here that says it doesn't but it's from 2013.

Honestly better to use something like WISE for a prepaid debit type card. Even earn some interest on your balances. You can top up as you want, use it with Google wallet/Apple pay.
