One stop shop - air to water pump

I have an old house that needs a lot of work done in terms of energy efficiency.

As there is so much to do I was considering the one stop shop.

There seems to be a big emphasis on the air to water heat pump with the one stop shop and it seems that this is being pushed by the

government to reach their Green targets.

I heard that they can be very heavy on electricity.

Is it a necessity to get the heat pump when applying for these grants or is there a better way to heat the house that is not so heavy on electricity.
