Do cars get failed for this and if so would it be due a paid retest or a visual?

If the car has Xenon headlights its definitely a fail. I’d imagine it’s just a visual but they might be picky and not carry out the alignment test without the washers working.
They wouldn’t do my alignment test without my self levelling working
