Fixed Contracts in Public Service

Just wondering how easy it is to move to a new role within public service when on a fixed contract? I see SEAI always offering 5 year contracts but it seems to defeat the purpose of a public job.

I assume it won't be a "move" it still be just like applying for a brand new job from scratch. Only you'll have an advantage with existing experience of public sector work, and possibly in the same business area.
