Broadband USO for 2023 ?

    Dept of Public Expenditure's 'Digital Inclusion Roadmap' includes the following for 2023

    "In 2023, we will enact legislation to allow for a revised

    universal services obligation that ensures a set of at

    least the minimum telecommunication services continue

    to be available to all end-users, at an affordable price

    and will introduce a universal service obligation for the

    provision of adequate broadband service"

    However, there is no broadband USO in ComReg's workplan for the next year, and the Minister has not yet published a definition of 'adequate broadband' as he's required to do under Article 69 of the new regulations.

    Definition of adequate broadband

    [69](2)

    (a) The Minister shall —

       (i) define adequate broadband for the purpose of these Regulations in accordance with Article 84(3) of the Directive and shall publish any such definition in Iris Oifigiúil and in any other manner as he or she may think fit, and

       (ii) specify the quality standards applicable to adequate broadband.
