Should be all included. Anyone charging extra for that deserves to be flogged.

My last 2 fits included balancing but on 1 of those the tracking needed to be done and that was extra, I think around €40.

If your buying the tyres from them then yes the price should include fitting, balancing and the cost of recycling your old tyres.
