Fireplace is backdrafting?

Im trying to help my sister in Ireland - She has a lovely fireplace/stove but I get headaches and get a strong smell of burning turf in the room. I put my camera phone up the chimney while it was burning and every now and again when the winds would blow - you would see it push the smoke back down a little into the chimney. The chimney is masonry and there is a metal flue running from the stove up maybe 6 feet into the chimney but its looks less. I wasnt able to upload the video of the flue backdrafting but it definitely was. The smoke would come around the flue and maybe be pushed down 1 foot back into the chimney but not the whole room when I was filming. Appreciate any advice. Thanks - Tim

last picture the metal flue should be filled around tightly to form a seal, a draft inducing cowl may perform better atop that chimney also

Is this a new problem? I'd be looking at the obvious first.

When was it last cleaned? Is there a reason the draw is non existent? A nest, etc...

Then I'd be tackling the lack of seal (void) between the flue and the chimney itself.

I wonder is there a draw back into the house due to the lack of open vents, windows, etc, that's pulling the smoke back downward?

Some good food for thought here: https://fireplaceuniverse.com/improve-draw-on-fireplace/
