    in which a person from a country not in the EU was formerly resident, is it permitted to discuss this, without speculating about other alleged crimes the individual may or may not have been accused of?

    What has their not being from the EU got to do with it?

    Of course you could discuss it but you can't speculate on crimes. So what's the motive of the thread?
