Pig Herd Query

We live beside a farmer who we believe is illegally storing a herd of pigs. We believe the pigs belong to another farmer who is transporting and storing them in our neighbours farm. The smell of the pigs is unbearable, we can’t open windows or doors without being engulfed in it and it’s gotten to the stage where we are concerned about our health. Can anyone give me advice on this? I’d also like to know:

1) is there a register where we can see who a list of pig herd owners?

2) do we have a case to go to the local authority with? I.e. is there any regulations regarding the distance between a building storing pigs and the nearest residential dwelling
