Patio Labour Cost

I have been quoted 1300 to lay 30 sq meter of paving This is just labour cost . I have looked around and seems to be the going rate . Is this expensive ? working out at around 44euro a square meter to lay ?

A lot depends on preparation required, machinery and access, type of slabs/stone, finish, but probably not outrageous if they do a good job. If you get a poor job then yes its expensive, but that's the case with any job and its a sellers market.
