Sentencing

Why did a Donegal man who refuses to acknolwedge what he did to his own daughter get six months of his 11 year sentence suspended? He probably won't serve the full sentence either even though he won't engage with the treatment courses while in prison. I really wish light sentencing for crimes would become an election issue but it's obviously not a pressing concern for most people. This concurrent sentencing malarkey is annoying too. Can anyone explain Judge's thinking when she opted to suspend six months of this man's sentence?
