Krone drum mower problem

The BIL has an old krone drum mower. He hasn’t used it in years but he put it on there and nothing is spinning. Anybody know how to adjust the slip clutch?

Did he try spinning the drums by hand first. Are the belts tensioned or slipping.

I think the old Krones were shaft driven, no belt. Slip clutches were on the PTO shaft. Currently here with a krone disc mower and the way to slip the clutch is to put some timber between 2 disc and slowly start the PTO. And this is from the manual.
