Linden trees

Hi all. I planted 10 linden trees (lime trees) along a driveway last year. One of them budded out very late and the leaves are stunted and not getting any bigger. Most buds on the tree dried out and fell off. The leaves that are on the tree look healthy but they are very very small. I fed and watered the tree really well. Will this tree be ok next year or should I replace it now. A second tree has lots of brown spots on its leaves. There is lots of new growth on this tree but the leaves don’t look like typical healthy linden tree leaves. Anything I can do for this tree. Pics attached Thanks all.
