Any recommendations for a good CPU/GPU cooler for laptops? (budget friendly)

I've been playing the RE 2 remake, freakin' awesome.

But not unusual for my CPU to get up to 90 degrees.

I have a HP Omen 16 with the Omen Gaming Hub set to "performance mode", so the internal fans normally max out at 5500 rpm.

But it's still hot as can be.

I assume a good cooling pad could help this?

    Recommendations?

Alternately I could set the internal fan to max before starting any game?

That wouldn't damage the hardware over time?
