Old Over-Sink Water Heater/Handwash Unit Replacement

    Hi I have an attic bathroom with no hot water from the tank, no pipes or anything so the previous owners had installed this weird little water heater unit. Its broken and they obviously don't sell them anymore but I thought seeing as the electrics and the water supply and everything would already be in place it wouldn't be too much hassle to get a modern replacement in the same spot...

    Getting a quote today for a shower replacement in the same room I asked about it but the plumber was adamant that there would be no replacing that unit it would have to be a totally new installation of what sounded like a big job, a mini electric immersion thing over in the corner of the bathroom (he said he would pipe it to the hot water tap in the sink which is currently disconnected) and either rip out this old unit or leave it there to plug the hole, neither ideal options obviously.

    Im wondering if it was just him pushing what his company sells and would a different plumbers be able to replace this unit with a modern equivalent in the same place? It would be very handy to have there:
