Query on bank holiday pay

Quick question for all you knowledgeable peeps.

A friend of mine works for a disability service, 24 hour shifts, and gets the full hourly rate for the 24 hours.

But, on bank holidays if she works that day she only gets 8 hours extra for the day. I would assume it should be for every hour she works on that day. So if she starts at 10am until midnight that would be 14hrs.

She queried it with her employer and they told her it was accept it or leave. She's with them 5+ years. Her contract specifies she will receive double time for working bank holidays, but not that it's capped at 8 hours.

Just wondering if this is allowed or not?
