    How does one go about applying for Clerical Officer Higher or how do HRM decide who gets it?

    You should probably ask in the Work & Jobs forum.

    I'm assuming you mean clerical officer in the civil service rather than local authorities etc. The higher scales are allocated on the basis of seniority. Depending on the grade (and a lot of historical agreements) a certain percentage of posts in the grade will be allowed as higher scale posts, when someone who has a higher scale post is promoted, retires (or dies!) a vacancy opens up. Depending on the department they will review these either once or twice a year and move the next "senior, suitable" people up. Unless you've dirtied your bib in a bad way you will be regarded as suitable.

    It's not something you can apply for.
