Outdoor Taps

Have an issue in that moved into a house with outdoor taps dotted around garden etc but none of them work. The valves below the taps and above the ground are open. I have noticed there are a number of stopcocks around the property like in the pictures. I dont have appropriate tool to get to stopcocks yet but
Would these be controlling flow to the outdoor taps and possibly were turned off by last owner?
