Thermostats in south-facing rooms

Hiya, bought a new build from Glenveagh last year and am having problems with balancing the heating in the winter. The two thermostats are in two front, south-facing rooms that get pretty warm even in the middle of winter on a sunny day. Meanwhile the rooms at the rear of the house are very cold. Glenveagh is telling me this is not a problem and it's consistent with building regs etc. so they won't move the thermostats. Are they right? How can it not be a problem that we are freezing in the rest of the house on a cold day?

    Tx
