I am trying to pay a guy €100 via paypal, I see a warning I never noticed before.

it says "After you've paid, THE GOVERNOR AND COMPANY OF TH will likely charge additional cash-advance fees. These can be expensive, so don't forget to check with your bank"

it seems to have clipped the text which would be "OF THE BANK OF IRELAND".

It also says "To avoid cash advance fees, use a balance, bank account or debit card to send money.".

So will I be charged additional money on my CC? Maybe I was charged the last time I paid him and never noticed the fee.

    "Bottom Line

Generally, it is not advantageous to send money to another person using PayPal and a credit card."

I don’t think BOI charge PayPal as cash advance transactions. I remember asking before and the answer was that I was a standard transaction.
