NI bike vat and duty

Hi all have read a few threads on what vat and duty is required on NI bikes coming into the republic; am I correct in saying that given the bike I’m looking at has been registered to the current owner in NI since mid 2020 that no vat and duty are payable, only vrt? Bike is 2002 and 25k miles. many thanks
