What does this new law mean for the various people it affects?

1. A person in a nursing home suffering from dementia - can the, say, spouse get control of the assets belonging to the marriage but in the patients name? How would that matter be proceeded with?
2. How would a person make arrangements for the future possibility of the above situation, as it could arise without notice as result of stroke or similar medical incident?
3. How would one go about finding all this out as there appears to be little information covering the nuts and bolts of this act?

I am concerned at this law. It makes it easier for some greedy relation to swoop in on a vulnerable relative and take advantage of them for their assets.

My concern is the opposite.

Someone I know had the unfortunate situation where spouse suddenly ended up in a nursing home with dementia, but all assets were under that person's control, and access was difficult or impossible.

Only way out appeared to be ward of court.

How will the new law make it easier or harder for this person?
