Statue near Ballitore on R448 road

There's a slender steel piller with a chap (head and torso) aloft, reading a book. It looks like it can rotate, judging from the mechanism visible low down. How old it it? Who erected it? What does it represent? There's a dearth of references on www. Sorry, I know a photo paints a thousand words!
