iPod/iPhone apps

Is all the apps that come on an iPod Touch the same ones you get on the iPhones. Like say an iPhone SE ? Just wondering if they have the same pre installed apps. How does making calls on an iPod touch work ? like does it have to be synced/connected with a phone ?
