    Looking for views on a situation where

    Industrial building roof membrane reaches the end of serviceable life: roof 25% external surface area.

    Can new membrane installation (only) over existing be considered maintenance ie. not Major Renovation Per 2.3 of Part L ?

    Can new membrane + thermal upgrade also be so considered?

    The definition is pretty clear.

    Major Renovation

    : means the renovation of a building where more than 25% of the surface of the building envelope undergoes renovation.

    What is the roof area and the envelope area?
