Can underfloor heating run off radiator water

Forgive the silly question, but I'm out of my depth here. Most of our downstairs is underfloor heating, while upstairs is rads. When the boiler is on for the underfloor heating, it sends some heat to our rads up stairs.

However, when we have the heating on for our rads, none of it makes its way into the underfloor heating pipes.

Is it possible that some heat from the radiator can be sent to the underfloor?

Our boiler is on its last legs so we are only switching on the rads generally and find when we put the underfloor on on its own, it uses a lot of oil.
