Certificate of Compliance and Architects Opinion on Compliance are same?

I am buying a second hand house with an extension of almost 50 square metres and the seller has provided Architects opinion on compliance. I am just not sure if this is correct: not a certificate of compliance, but Architects opinion on compliance ? Any guidance from someone with knowledge in this area would be appreciated!

On a build since BCAR in 2014
Cert would be BCAR ancillary cert
Opinion could be with planning
