If council ask to alter or change extension design, will architect all more fee

    We are going to apply for house extension planning permission, architect quotation was 2500€ as his fee, but he added if council object on any thing or or ask to change plan, there will be more fee we have to pay to him to make those adjustment s? I really don't know anything about it.

    If he made design, and objection Rai's by council, he should be addressing it, why extra fees?

    Can someone guide me please.

    There is not really a 'should' in this. It's whatever you agree with the architect.

    And, what happens if planning permission is refused?

    Normally an architect will undertake to apply for planning permission for you, and use their skill/judgement to give you the best chance of getting planning permission, but no architect will guarantee you getting planning permission.
