What is the significance of the 'jail bars' image super imposed onto a user's profile picture?

Is it a result of moderator action?

I had guessed it meant a forum ban however the posters still seem able to post on the forum I am viewing.

It's caused by having three active warnings. Despite the icon's suggestions, they're not banned from the site or forum, but they're blocked from starting new threads. Hence we've had to add a small extra bit to DRP to start a thread on behalf of someone in that state.

These bars are not visible on the desktop site.

In Cavan there was a great fire / Judge McCarthy was sent to inquire / It would be a shame / If the nuns were to blame / So it had to be caused by a wire.
