Amazon Echo Show communication features in Ireland?

Folks, I live in the US, have an elderly parent at home in Dublin. Other sibs are outside Ireland also. We already have some video cameras in the house for keeping an eye on things, but we have been thinking that some of the Echo communication features might also be useful (at least some of us are alexa users already).

Looks like configuring 'drop in' (video calls from allowed contacts without needing an explicit answering action) should be possible. And that could work in both directions.

Within Ireland, is it possible to use any of the outgoing phone features ("Echo Connect") to call US/UK telephone numbers?

By default we would configure a device in Ireland on it's own account. Not sure if it's possible to add it as a 'second home' device to a US-based Alexa account. Anyone tried this from the US or UK? Might make management easier and expose some extra functionality.

Any advice/thoughts welcome from anyone who has tried this.
