Wouldn't put too much credence to that. Apparently, both the shoot downs over Alaska and Canada took place in near enough darkness, so they could have been kept up my balloons that weren't even visible. It's not like an F-22 can just hover in the air and take a good look, especially at that altitude. You check your displays & radar, do one, maybe two fly-bys, and once you get the green light from command, get your missile locked on target and fire.

It'll be interesting to see what, if anything, happens over Montana today. Last night, F-15s from Portland and a KC-135 tanker from Fairchild AFB in Washington were scrambled to a location south of Havre, Montana, where a sizeable chunk of airspace was closed temporarily. It has since reopened, with the DoD being quoted as stating that they'll track the object there through the night and will "ground" it (their words) once it's daylight.

Could just be the payload module. Depending on the local conditions, the actual balloon might not be clearly visible, especially if the payload is significantly smaller than the first balloon that was spotted and shut down. It certainly won’t appear on radar, since the balloon skin is just some form of plastic, which doesn’t reflect radar signals. And the inside is obviously just gas.
