How do Irish speakers maintain fluency?

    Hi

I was wondering how do Irish speakers maintain fluency when they have left their communities? I noticed there are some professionals such as judges and politicians who live outside the Gaeltacht but seem to be able to maintain fluency in Irish. On the other, there are native speakers of Irish who have lost fluency because they have lived abroad for so long, such as these guys in the clip below.

Is there any strategies speakers employ to maintain fluency and which are the best one? I've heard reading works.
