Why were felonies abolished in Ireland?

Ireland abolished the distinction between felony and misdemeanor in 1997 it seems.

    Now there is no distinction.

In layman's terms for people who have no legal background, ie, me. What does this mean and why were steps taken to abolish it? Who would've made the decision and who would've had to give approval for it to happen?

Serious crimes such as murder and rape are indictable crimes nowadays, ie, tried by a jury.

What was rape and murder prior to abolition of the felony and what were some specific crime that would've fallen under the scope of each misdemeanor and felony?

For people with a legal background or knowledge, what's your personal opinion on the abolition of said, or are you indifferent?
